An expatriate must first obtain Ahwal Madani's birth certificate.
Hospital birth certificate:
The first step to obtaining Ahwal Madani's birth certificate in Saudi Arabia is to request the baby's birth certificate from the hospital where the baby was born. The hospital will send the document to the Ministry of Health for registration. It can take up to two weeks to receive the SMS from the MOI (Ministry of the Interior).
Request a birth certificate online:
You can request the newborn's birth certificate online via Absher if:
- The baby is less than 1 year old.
- Registering your address.
- A birth notification SMS is sent.
- A late fee of SR 50 is applied after 30 days from the birth.
To apply for a birth certificate online:
- Log in to your account Absher
- click on the Service tab
- Then click on "Civil Affairs"«
- Click on «New Born registration»
- Check that the spelling of the name/date of birth is correct. Contact the hospital for a correction if necessary.
- Read the terms and conditions carefully and click continue
Once registration is successful:
- The system will automatically generate an Iqama number.
- Send a text message to your activated mobile number.
- Select a postal delivery service to receive the birth certificate at your home.
- In case you don't want to wait for delivery, make an appointment with Ahwal Madani.
- Visit them with the father or mother who has the Iqama.
- Get the print immediately.
Required documents:
If your online application is unsuccessful, prepare the following documents before going to Ahwal Madani to obtain your baby's government-issued birth certificate in Saudi Arabia:
- to make an appointment at Ahwal Madani.
- SMS notification of birth of ME (Ministry of the Interior).
- Copy of the Iqama of the baby's father.
- Copy of the Iqama of the baby's mother (if available).
- Copy of the baby's father's passport.
- Copy of the baby's mother's passport.
- SR 50 late fee if you apply 30 days after the birth.
- Marriage certificate + translation into Arabic if the woman is not dependent on the husband or if she is on a family visit visa.
- Complete form 87 for the birth certificate.
- A copy of the Saudi visitor visa stamped on the mother's passport (in case the mother does not have an Iqama).
- A screenshot of Absher's wife's details (in case the wife has a family visit visa).
Visit Ahwal Madani:
To obtain a birth certificate in Saudi Arabia, please arrive at the Ahwal Madani office at least 20 minutes before your appointment. Take a ticket and wait your turn. Submit all required documents at the designated counter and wait for the birth certificate to be printed. Ahwal Madani will send you a text message to your mobile phone confirming the issuance of your Saudi Arabian birth certificate.
Obtain the Iqama for the newborn:
After obtaining Ahwal Madani's birth certificate, you must follow these steps to obtain the Iqama for the newborn.
- The next step is to obtain the birth certificate certified by the Ministry of Foreign Affairs.
- After that, apply for the newborn's passport at your country's embassy or consulate.
- Once the passport is issued, you can obtain the Iqama for the newborn.
Birth certificate on a family visit visa:
The mother has a family visit visa: If a child is born in Saudi Arabia while his mother holds a family visit visa, you must follow the same procedure as mentioned above until you obtain your newborn's passport.
15 days before leaving Saudi Arabia, go to the إدارة شؤون الوافدين section in Jawazat with the following documents to obtain the exit stamp on the child's passport:
- Baby's original passport + copy
- Original iqama of the baby's father + copy
- Original passport of the baby's father + copy
- Original passport of the baby's mother + copy
- A copy of the Saudi visa affixed to the mother's passport.
- Marriage certificate + Arabic translation.
- SMS notification of the baby's birth sent by ME.
The father is not a Saudi resident:
If a child is born in Saudi Arabia while the mother has a family visit visa and the father does not have a Saudi Iqama, you need the following documents in addition to the documents mentioned above to obtain a birth certificate from the Ahwal Madani in Saudi Arabia:
- A certified marriage certificate accompanied by an Arabic translation (from the Ministry of the Interior of the country of origin, the Saudi Arabian Embassy, and the Ministry of Foreign Affairs)
- A power of attorney from the child's father authorizing any person (preferably close relatives) to request and collect the birth certificate, sign documents, and carry out related legal procedures. The power of attorney must be issued by the court of the country of origin and certified by the Saudi Arabian embassy in the country of origin and the Ministry of Foreign Affairs in Saudi Arabia.
