Eligibility criteria A – First Category:
- Nomination or receipt of one of the specified exceptional awards.
- Meet the minimum financial capacity requirement (ensure the ability to bear the cost of living in Saudi Arabia).
- Obtain a recommendation from the Ministry of Culture or the Ministry of Sports depending on the candidate's field.
B – Second Category:
- Meet the minimum eligibility criteria approved by the Ministry of Culture and the Ministry of Sports.
- Meet the minimum financial capacity requirement (ensure the ability to bear the cost of living in Saudi Arabia).
- Obtain a recommendation from the Ministry of Culture or the Ministry of Sports depending on the candidate's field.

Duration of the residence
- Fixed-term residence for five years, renewable once by meeting the eligibility criteria for the product and having a residence for a period of 30 months over five years, consecutive or not.
- Permanent residency by continuously meeting the eligibility criteria for the product and having residency for a period of 30 months over five years, consecutive or not, and receiving approval for permanent residency from the Ministry of Culture or the Ministry of Sports.
